The third line in the text is rather "loose" and, though I have no good way to measure, probably has more than 3 picas of white space. One other thought: I believe the problem occurs because Word is torn between two rules: first, to limit hyphens to two lines in a row second, to hyphenating when the "zone" is greater than 3 pica.
