The third line in the text is rather "loose" and, though I have no good way to measure, probably has more than 3 picas of white space. One other thought: I believe the problem occurs because Word is torn between two rules: first, to limit hyphens to two lines in a row second, to hyphenating when the "zone" is greater than 3 pica. This is a program failure, I believe, that I don't want to see in anything I publish. Considering those rules, these hyphenated words would all be correctly capitalized in titles: Follow-Up.
Beyond that, all three capitalize the first and last word of a title.

In the PDF image, the third hyphenated word, "person's", is printed as "per-" on the third line, then reproduced in full as "person's" on the fourth.
